Job Description

As a Project Controls Specialist, you will provide support to the Department of Energy in project management support functions including, but not limited to, baseline validation and review, estimating, planning, scheduling, and project performance assessment. The PC Specialist will also support internal and external project reviews and validations. In this role, the applicant will also be responsible for conducting and coordinating internal reviews and developing necessary corrective action recommendations in preparation for critical decision approval and project optimization. Comparing actual performance with planned performance; validating contractor identified corrective actions; ensuring that federal project documentation is maintained over project/program life cycle; conducting project management briefings and preparing reports to reflect program/project status, cost and schedule trends, funding and project uncertainties; support in assessing M&O contractor readiness for OECM review and certification of the M&O contractor’s Earned Value Management System (EVMS). Support in review and validating the M&O contractor baseline (scope definition, cost estimating, BCWS profile, and schedule) in preparation for OECM review and Critical Decision 2. Review and evaluation of M&O contractor EVM project performance reports, including identification of trends and recommend corrective actions to the DOE Federal Project Director (FPD). Periodic review and assessment of M&O contractor compliance with their EVMS description as well as monthly input of EVM data into DOE’s Performance Assessment and Reporting System (PARS). Travel may be extensive depending on clients needs.

Requirements

* 4 year degree required.

* DOE experience is highly preferred.

* Minimum 10 years experience in Project Controls providing cost estimates, planning/scheduling, baseline review, development and maintenance.

* Proficient in MS Office (Word, Excel, Power Point and Outlook).

Qualifications

* Hold an appropriate 4-year degree (or have a minimum of 10 years directly relevant cost engineering experience).

* Two to ten years of experience in the cost engineering field (or in a related field of which two years must be in cost estimating).

* These positions prefer technical knowledge of several types of work including: environmental remediation, nuclear decontamination and decommissioning, and demolition; construction of major facilities, power generation, and public infrastructure; and program-level operations process management.

* Ability to achieve AACEI certification as a CCT, CCE, or CCC within the first year of employment with Project Time & Cost, Inc.

* Proficiency in computer skills including MS Office Suite.

* Ability to rapidly learn and apply other cost estimating applications, such as MCACES 2nd Generation (MII).

* Ability to rapidly learn and apply CPM scheduling applications, such as MS Project and Primavera.

* Effective oral and written communication skills.

* Ability to work independently or in a team environment.

* Exhibit a high degree of professionalism in the production of deliverables and in interactions with fellow employees and client personnel.

We are seeking outstanding computer software professionals for multiple positions to work as part of energetic and highly-talented teams in several areas of system software research and development for extreme-scale computing systems and environments, such as operating systems, parallel runtime systems, network interface drivers and libraries, system software support for massive multithreading, resiliency, and performance measurement and analysis. Must be a self-motivated individual who works well independently as well as in a team environment. Opportunities for travel exist.

MS or PhD in computer science, computer engineering, electrical engineering or related field is required. Excellent programming skills (C, C++, others). Experience with software development tools (versioning systems, debuggers, etc…). Understanding of operating system internals. Knowledge of high performance computing systems, and of parallel or concurrent programming techniques. Ability to communicate effectively. Experience developing operating system and/or device-level software, programming parallel computing systems, MPI implementation internals, understanding of informatics architectures and applications, and ability to conduct independent research and author research publications are desirables.

Please visit our website at www.sandia.gov. We are searching for Post Docs in Si-based Quantum Computing for the Photonic Microsystems technologies Department at the Albuquerque facility. The salary is $83,100 per year. A benefit and relocation package is available.

We are looking for outstanding and motivated individuals that are interested in the areas of few electron silicon quantum dots and single donor devices for quantum bits. Work in the area of silicon based quantum computing, and experience in any of the following areas will be of significant interest: silicon or SiGe device nanofabrication, single donor fabrication techniques (e.g., STM based approaches), single electron devices in either column IV or III-V systems, cryogenic CMOS, low-temperature measurement or device modeling. This position provides the opportunity to interact with internal modeling and quantum computing architecture teams providing a rare perspective on theoretical quantum bit and quantum circuit development. At the same time, the physical qubit team collaborates with numerous internationally recognized groups externally, providing significant visibility and future opportunities.

A PhD in Physics or Engineering is required, with a strong background in semiconductor device physics, nanofabrication or the physics of quantum confined structures. Experience with numeric simulation of quantum confined structures. A background in cryogenic temperatures is highly desirable. Minimum GPA of 3.5 undergraduate and 3.8 graduate.

Qualifications

Education
