GENERAL SUMMARY
Responsible for technical performance evaluations and senior engineering support, with primary focus on the performance and improvement of solid fuel plants; identification of capital improvements; and technology development.
PRIMARY DUTIES
Provide appropriate senior engineering support to plants as requested.
Analyze plant and fleet O&M performance data and identify improvement opportunities. In coordination with Plant Management, recommend improvements (i.e., capital improvements, technologies, and/or processes) to plant owners for further development. Review and comment on all plant Incident Reports.
Oversee improvement initiatives such as reliability centered maintenance (RCM) initiatives to identify and develop improvements to predictive, preventive, and spare inventory maintenance programs for increased reliability and availability.
Provide technical leadership and program coordination in plant performance analysis and testing. Assist plant staff in monitoring and improving unit efficiencies. Research, identify, and justify performance improvements for all generating units.
Utilize industry resources to identify new and innovative techniques and best practices. Serve as champion for new techniques as appropriate.
Provide guidance to plant staff in the selection of and operation of monitoring/ diagnostic equipment.
Coordinate the collection of fleet power plant operational and maintenance data for support of generation technical programs. Collect and maintain plant technical and operational information, providing it to those requesting or needing it.
Conduct technical analysis of operational performance, maintenance, and diagnostic data to identify and communicate abnormal conditions, assist in root cause analyses, recommend corrective actions and identify potential cost savings. (Troubleshoot plant performance issues)
Carry out additional duties as directed by the PPO Senior Engineer and the VP Organizational Support.
SCOPE OF RESPONSIBILITY
This position operates from established and well known procedures performing duties independently under general direction and minimum supervision. Decisions are made within prescribed operating procedures and guidelines. The position encounters recurring work situations of high complexity, with occasional variations from the norm. This position has partial project budgetary preparation and compliance accountability. Contacts are normally made with others inside and outside the company, with customers, vendors, contractors, other departments, immediate associates and own supervisor. Contacts are usually made on own initiative concerning matters requiring explanation, discussion, interpretation or approvals.
All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customers' needs are being met.
SPECIFIC SKILLS AND KNOWLEDGE REQUIRED
Must have a demonstrated capability to evaluate technical performance, identify potential improvements, develop appropriate technologies, and determine/apply "Best Practices" in technical areas. A working knowledge of thermodynamics and power equipment performance and heat flow diagrams, combined with strong abilities to communicate both orally and in writing, knowledge of word processing, spreadsheet, project management, and performance monitoring software are required. Knowledge in the following areas is strongly preferred:
Ability to prepare cost benefit analysis to compare differing designs with respect to their impact on plant performance and operability
Familiar with FERC "Standard Market Design"
Knowledge of energy policies, issues and initiatives.
Ability to analysis process data via OSI PI or similar plant historian

Job Description
As a Project Controls Specialist, you will provide support to the Department of Energy in project management support functions including, but not limited to, baseline validation and review, estimating, planning, scheduling, and project performance assessment. The PC Specialist will also support internal and external project reviews and validations. In this role, the applicant will also be responsible for conducting and coordinating internal reviews and developing necessary corrective action recommendations in preparation for critical decision approval and project optimization. Comparing actual performance with planned performance; validating contractor identified corrective actions; ensuring that federal project documentation is maintained over project/program life cycle; conducting project management briefings and preparing reports to reflect program/project status, cost and schedule trends, funding and project uncertainties; support in assessing M&O contractor readiness for OECM review and certification of the M&O contractor’s Earned Value Management System (EVMS). Support in review and validating the M&O contractor baseline (scope definition, cost estimating, BCWS profile, and schedule) in preparation for OECM review and Critical Decision 2. Review and evaluation of M&O contractor EVM project performance reports, including identification of trends and recommend corrective actions to the DOE Federal Project Director (FPD). Periodic review and assessment of M&O contractor compliance with their EVMS description as well as monthly input of EVM data into DOE’s Performance Assessment and Reporting System (PARS). Travel may be extensive depending on clients needs.
Job Requirements
*4 year degree required.
*DOE experience is highly preferred.
*Minimum 10 years experience in Project Controls providing cost estimates, planning/scheduling, baseline review, development and maintenance.
*Proficient in MS Office (Word, Excel, Power Point and Outlook).
*Experience with Cost Estimating software tools.

Job Description
These Cost Engineering positions will manage or develop, monitor, and analyze project cost estimates, expenditures, forecasts, and schedules. Projects will require the ability to use advanced cost estimating methods and a sound knowledge of CPM scheduling techniques and associated software. All projects include work related to project controls, project management, scheduling, and estimating. Develop/analyze project Work Breakdown Structures for use in estimates and schedules. Input estimating data to appropriate estimating application software and analyze results. Contribute to or directly develop resource-loaded project and program schedules. Prepare and file back-up material for estimating and scheduling detail. Perform earned value analysis and risk analysis on a selective basis. Job Qualifications
* Hold an appropriate 4-year degree (or have a minimum of 10 years directly relevant cost engineering experience).
* Two to ten years of experience in the cost engineering field (or in a related field of which two years must be in cost estimating).
* These positions prefer technical knowledge of several types of work including: environmental remediation, nuclear decontamination and decommissioning, and demolition; construction of major facilities, power generation, and public infrastructure; and program-level operations process management.
* Ability to achieve AACEI certification as a CCT, CCE, or CCC within the first year of employment with Project Time & Cost, Inc.
* Proficiency in computer skills including MS Office Suite.
* Ability to rapidly learn and apply other cost estimating applications, such as MCACES 2nd Generation (MII).

CPS is actively searching for a professional Trainer to develop and teach a series of 8 hour courses on the State Department of Military Affairs "Hazardous Materials and Waste Management Plan" at various Montana Army National Guard facilities:

Requirements: Professional training and development experience with the DoD in hazardous materials and waste management. Prefer candidates with experience with Montana's Army National Guard.

Job Description
These Cost Engineering positions will be primarily involved in providing cost engineering and consulting services for PT&C’s Department of Energy (DOE) client. All projects include work related to project controls, process management, scheduling, and estimating. Develop/analyze project Work Breakdown Structures for use in estimates and schedules Candidates will be responsible for the development, review, assessment, and validation of cost and schedule baselines for major Federal programs. The candidate will also provide streamlining of cost management for Operations and Maintenance for major environmental facilities. Job Requirements
* Hold an appropriate 4-year degree (or have a minimum of 10 years directly relevant cost engineering experience).
* Two to ten years of experience in the cost engineering field (or in a related field of which two years must be in cost estimating).
* These positions prefer technical knowledge of several types of work including: environmental remediation, nuclear decontamination and decommissioning, and demolition; construction of major facilities, power generation, and public infrastructure; and program-level operations process management. The ideal candidate would have worked for the DOE as an employee or contractor.
* Ability to achieve AACEI certification as a CCT, CCE, or CCC within the first year of employment with Project Time & Cost, Inc.
* Proficiency in computer skills including MS Office Suite.
